The Siskiyou Consortium Saxophone Orchestra began in Ashland, Oregon at the annual Siskiyou Saxophone Workshop. The six saxophone professors serving as the workshop faculty made plans to present a performance at the XVI WSC. The consortium of four universities and their saxophone professors: Rhett Bender and Vicki Purslow from Southern Oregon University, John Bleuel from University of West Georgia, Scott Turpen and Jennifer Turpen from University of Wyoming, and the Li Yusheng from the Sichuan Conservatory of Classical Music; are joined by Piano Professor Linda Li-Bleuel from Clemson University, Percussion Professor Terry Longshore from Southern Oregon University and their students to present music by composers Lucie Rober-Diessel and Greg A. Steinke.

Lucie Robert-Diessel's 10 + 1 for solo piano and large saxophone ensemble was written for the University of West Georgia Saxophone Ensemble, John Bleuel, conductor, and pianist Linda Li-Bleuel. The title refers to ten soloists within the saxophone ensemble plus piano soloist.
